Pokémon GO Happiny is a Normal type Pokémon, which evolves into the Generation 1 Pokémon, Chansey. As a minimum, it will likely require 25 candy to evolve, in line with almost all other three stage evolutions.
Happiny has a MAX CP of 371, with an ATK of 25, DEF of 77 and STA of 225, meaning it is not a meta-relevant Pokémon, but rather a collectible with the potential for evolving later. Happiny’s third stage evolution is Blissey, a meta-relevant Pokémon due to her insanely high Stamina stat, which makes her the best gym defender in the game.
Based on Chansey and Blissey currently having a Buddy distance of 5km, Happiny will have the same. There may be rarer and more meta-relevant Pokémon whose candy will be more valuable, so be sure to weigh this up before making Happiny, Chansey or Blissey your Buddy.

As with other ‘baby’ Pokémon from the Sinnoh region, it is reasonable to expect that Happiny will be hatchable from 7km eggs. The maximum CP for a hatched Happiny would be 212.
We would expect Happiny to only be obtainable from eggs, however, if it appeared in the wild it would receive a weather boost from Partly Cloudy weather. Any Happiny with a CP of 318 or over would have been boosted beyond level 30 by the weather and would have a maximum capture CP of 344 when boosted.
Raid Boss Potential
Happiny isn’t likely to be a Raid Boss; no baby Pokémon have ever been Raid Bosses in Pokémon Go, so far. If for any reason it was, it’s maximum Raid capture CP would be 212, or 265 if weather boosted.
